The basic duties of a Trooper include issuing citations, investigating traffic accidents, writing reports and enforcing Maryland state, our Troopers do so much more. The Maryland State Police offer a full range of police services to Maryland residents. We are responsible for the major highways in Maryland and we also patrol and respond to calls within each county. The Maryland State Police is the primary law enforcement agency in many counties across the state.
Although many Maryland StateTroopers are assigned to specialized divisions and units, the basic State Police duties and responsibilities of every Maryland State Trooper include:
- Enforcing Maryland criminal and motor vehicle laws
- Investigating traffic crashes
- Investigating and completing criminal violations
- Issuing traffic warnings and citations
- Interviewing witnesses, suspects and victims
- Writing field reports
- Arresting and processing suspects
- Preparing for and testifying in court

Advisory: September Smooth Operator Campaign
Smooth Operator Campaign September Enforcement
When: September 5, 2010 - September 18, 2010
Where: Throughout the county
This month Montgomery County Police will participate in the final wave of the summer-long Smooth Operator enforcement. This final wave runs for two weeks and begins during this upcoming Labor Day holiday. This metropolitan area-wide initiative targets aggressive driving behaviors with enforcements in Maryland, Northern Virginia, and in the District of Columbia.
Those behaviors include: speeding, tailgating, unsafe lane changing, failing to yield the right-of-way, and running red lights and stop signs.
The Montgomery County Police Department wants to remind all motorists to be aware of their responsibility to obey all traffic laws and to always use caution when operating a motor vehicle.

Sovereign Bank Robbery in Olney
Detectives from the Montgomery County Police Major Crimes Division – Robbery Section and the Federal Bureau of Investigation (FBI) are investigating an armed bank robbery that occurred September 1 at the Sovereign Bank located at 17920 Georgia Avenue in Olney.
At approximately 3:10 p.m. yesterday, 4th District officers responded to the bank for the report of a bank robbery that had just occurred. The investigation revealed that the male suspect entered the bank, displayed a handgun, and demanded cash. No one was injured. After obtaining an undisclosed amount of cash, he fled from the bank on foot.
The suspect is described as a black male, between the ages of 20 and 30, 6’ to 6’2” tall, weighing 160 to 180 pounds. He was wearing a stripped polo shirt, jeans, and a multicolored hat over long dreadlocks. It is possible that he was wearing a wig.

Detectives Release Photos of
Commercial Robbery Suspects
Detectives from the Montgomery County Police Major Crimes Division – Robbery Section have been investigating a robbery that occurred on July 31, 2010, at the Golden China Restaurant located at 12719 Columbia Pike in Silver Spring. They now have images of the suspects from surveillance video to release. One suspect is only seen from the back.
The suspect who is seen from the front is described as a black male, between the ages of 25 and 30, 5’10” to 6’2” tall, weighing 240 to 260 pounds. His mouth was covered by a white mask, and he was wearing a light blue short-sleeved shirt at the time of the robbery. The other suspect, shown only from the back, is described as a black male, 25 to 30 years of age, 5’10” to 6’2” tall, weighing 215 to 230 pounds. He was wearing a black mask, a gray long-sleeved shirt, and blue jeans at the time of the robbery. He wore his hair in long dreadlocks.

Detectives Seek Public’s Help to Locate
a Shooting Suspect and Witness
Detectives from the Montgomery County Police 5th/6th District Investigative Section are asking the public to help locate both a suspect in a shooting and a witness to the events surrounding it. The incident occurred on August 7, 2010, in the 300 block of N. Summit Avenue in Gaithersburg.
At approximately 10:55 p.m., on Saturday, August 7, 6th District officers and Gaithersburg Police responded to the above location for the report of a shooting that had just occurred. The victim, a 25-year-old male from Gaithersburg, was transported in critical condition to an area hospital for treatment of a gunshot wound. He continues to recover from the shooting.
Through the course of the continuing investigation it was learned that four male suspects forced their way into the residence and got into a physical altercation with the victim based on an argument that had occurred earlier. Bank Robber Arrested
Detectives from the Montgomery County Police Major Crimes Division - Robbery Section announce the arrest of a man who robbed a Chevy Chase Bank in Silver Spring this afternoon.
Today at approximately 2:15 p.m., 3rd District officers responded to the Chevy Chase Bank located at 8315 Georgia Avenue for the report of a bank robbery that had just occurred.
The male suspect entered the bank and presented a note to the teller demanding cash and implying that he had a weapon. He left with an undisclosed amount of cash. A weapon was not seen and no one was injured. A look-out description of the suspect: black male, 5’10” tall, heavyset, hair in dredlocks, and wearing a red and blue plaid shirt was broadcast.
Responding patrol units located a suspect matching that description walking casually southbound on Georgia Avenue toward East West Highway. He was taken into custody without incident. The cash stolen from the bank was recovered.

Undetermined Death at a Bethesda Swim Club
Detectives from the Montgomery County Police Major Crimes Division are investigating an undetermined death that occurred in Bethesda early this evening. Today at approximately 5:30 p.m., 2nd District officers responded to the report of a possible drowning at the Old Georgetown Tennis and Swimming Club located at 9600 Fernwood Road in Bethesda.
Responding officers found the senior adult male victim unconscious. He was transported to an area hospital where he was pronounced dead. He was identified as Richard Delouise, age 80, of the 6500 block of Stoneham Road in Bethesda.
The preliminary investigation determined that Mr. Delouise was doing exercise walking in a lap lane of the pool with a maximum depth of five feet. It was an activity that he did on a regular basis at the pool. Another swimmer saw him at the bottom of the pool and alerted the on-duty life guard. Attempted Homicide in Silver Spring
Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section are investigating the shooting of a 27-year-old male that occurred over the weekend in Silver Spring.
At approximately 12:45 a.m. on Saturday, August 21, officers from the 3rd District responded to the 14000 block of Castle Boulevard in Silver Spring for the report of shots fired. Upon arrival officers found an adult male victim suffering from an apparent gunshot wound. He was transported to an area hospital where he remains in critical condition.
The preliminary investigation revealed that the victim was walking in the area of the 14000 block of Castle Boulevard when he was approached by a group of unknown black males. The victim was physically assaulted and shot. The suspects then fled from the scene.

Elderly Female Victim of a Sexual Assault
in a Senior Living Center in Germantown
Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section are investigating a rape that occurred early Saturday morning at the Churchill Senior Living Center located at 21000 Father Hurley Boulevard in Germantown.
At approximately 4:15 a.m. on August 21, 5th District officers responded to a Life Alert call from that location. The officers learned that an 86-year-old woman, who lives in an independent living complex, had been the victim of a physical and sexual assault. The preliminary investigation revealed that the unknown male suspect had gained entry through an unlocked window. The victim was in bed at the time of the assault, and the suspect fled out the window at the conclusion of the assault. The victim was transported to an area hospital for medical treatment of non-life-threatening injuries.

MCP Officer Indicted for Second-Degree Assault
Detectives from the Montgomery County Police Criminal Investigations Division (CID) have been investigating a complaint about an injury to a 16-year-old vandalism suspect that occurred after a foot pursuit.
At approximately 4:50 p.m. on March 3, 2010, 4th District officers responded to a building located at the intersection of Evans Drive and Georgia Avenue in Silver Spring for the report of graffiti vandalism, known as “tagging”, in progress. Responding officers located approximately seven to ten male suspects running from the scene. Officer George Saoutis began a foot pursuit in an attempt to apprehend one of the suspects. Verbal orders were given for the suspect to stop, which were ignored. Saoutis eventually was able to take that 16-year-old male suspect from Silver Spring into custody. Suspect Arrested and Rifle Recovered from
June Theft from Police Vehicle
Detectives from the 4th District Investigative Section and Central Auto Theft Section have been investigating the theft of a rifle and other police equipment from an unmarked police vehicle that occurred overnight from Monday, June 28 into Tuesday, June 29 in Brookeville.
Through the course of the investigation Stephen Urban Garland, age 32, of the 22000 block of New Hampshire Avenue in Brookville was developed as a suspect.
As detectives were investigating the June 28 theft, they learned that a vehicle had been broken into overnight from June 22 into June 23, in the 2100 block of Crossmeadow Lane in Brookeville. A debit card, iPod, and a vehicle electronics adapter were taken. The debit card was used in several locations and surveillance video of the suspect was obtained. That suspect was identified as Garland.
