The basic duties of a Trooper include issuing citations, investigating traffic accidents, writing reports and enforcing Maryland state, our Troopers do so much more. The Maryland State Police offer a full range of police services to Maryland residents. We are responsible for the major highways in Maryland and we also patrol and respond to calls within each county. The Maryland State Police is the primary law enforcement agency in many counties across the state.
Although many Maryland StateTroopers are assigned to specialized divisions and units, the basic State Police duties and responsibilities of every Maryland State Trooper include:
- Enforcing Maryland criminal and motor vehicle laws
- Investigating traffic crashes
- Investigating and completing criminal violations
- Issuing traffic warnings and citations
- Interviewing witnesses, suspects and victims
- Writing field reports
- Arresting and processing suspects
- Preparing for and testifying in court

Police Seek Identification of
Felony Theft Suspect
Detectives from the Montgomery County Police 1st District Investigative Section are investigating a felony theft and credit card fraud that occurred at the Commissioner’s Office in the Rockville District Courthouse. Detectives have obtained surveillance photos and are releasing them to the community.
On February 25, 2010, at approximately 1:06 p.m., the suspect entered the commissioner’s office in the Rockville District Courthouse and took the victim’s wallet. The suspect then left the courthouse on foot. A short time later, the suspect used the stolen credit cards at the Best Buy and the Giant food stores in the 1200 block of Rockville Pike.
The suspect is described as a black female with a “heavy build,” 30-38 years of age, 5’08” tall with short-cropped black hair. The suspect was wearing black pants, a green shirt, a blue or green lanyard with a white card on it, and a black jacket or sweater.

Police Investigate Gaithersburg Fatal Collision
Detectives from the Montgomery County Police Collision Reconstruction Unit are investigating a fatal collision that occurred in Gaithersburg last night.
On Saturday, March 6, at approximately 4:42 p.m., 6th District officers and Fire/Rescue personnel responded to Mid County Highway and Washington Grove Lane for the report of a personal injury collision involving three vehicles.
The preliminary investigation revealed that a black 1998 Dodge Durango was traveling east on Mid County Highway approaching Washington Grove Lane. For reasons still under investigation, the Durango struck a white 1996 Ford Ranger pick-up truck in the intersection. The Ranger was traveling south on Washington Grove Lane. After the Ranger was struck, it overturned and struck a black 2004 Toyota Corolla which was traveling north on Washington Grove Lane.

Serious Collision in Sandy Spring
Detectives from the Montgomery County Police Collision Reconstruction Unit are investigating a serious personal injury collision that occurred in Sandy Spring last night.
On Saturday, March 6, at approximately 5:31 p.m., 4th District officers and Fire/Rescue personnel responded to 17300 block of Doctor Bird Road for the report of a personal injury collision.
The preliminary investigation revealed that a gray 2005 Ford Shelby GT 3500 was traveling south on Doctor Bird Road. For reasons still under investigation, the Ford collided with a gray 2004 Toyota Camry that was traveling north near 17333 Doctor Bird Road.
The driver of the Ford has been identified as James Stratton, 61 years old, of the 1300 block of Parrs Ridge Drive in Spencerville. He suffered non-life-threatening injuries, remained on the scene, and was treated there.

Human Remains Found in Patuxent River State Park
Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section are investigating the discovery of a body that was found yesterday in the Patuxent River State Park in upper Montgomery County, outside of Damascus.
On Saturday, March 6, at approximately 12:32 pm., a citizen reported finding human remains in the Patuxent River State Park. Maryland State Police, Maryland Natural Resources Police, and officers from the Montgomery County Police 6th District responded to the park on Brown Church Road.
The preliminary investigation revealed a partially decomposed body in a shallow grave in a wooded area near the end of Brown Church Road. Due to the condition of the body, Homicide/Sex Section detectives were assisted by personnel from the Armed Forces Institute of Pathology (AFIP) in their on-site investigation. Update: Missing Silver Spring Woman Found Deceased
Detectives from the 3rd District Investigative Section have been attempting to locate a 53 year-old woman who was reported missing last night.
At 7:33 a.m. today, 5th District patrol officers and Fire & Rescue personnel responded to the Tri-County Baptist Church located at 7821 Damascus Road in Damascus for the report of a possible injured person in a vehicle. Officers located a deceased female in a parked 2005 silver Hyundai Elantra and determined that she was the woman who had been reported missing last night from Silver Spring.
Detectives were able to confirm that the identity of the deceased woman is Doris Ann Steele of the 10300 block of Sweetbriar Parkway in Silver Spring.
There is no immediate evidence of foul play. An autopsy will be conducted at the Medical Examiner’s Office in Baltimore to determine the exact cause and manner of death.

Independence Federal Savings Bank Robbery in Silver Spring
Detectives from the Montgomery County Police Major Crimes Division – Robbery Section and the Federal Bureau of Investigation (FBI) are investigating a bank robbery that occurred this morning in Silver Spring.
Today at 9:15 a.m., Montgomery County Police 3rd District officers responded to the Independence Federal Savings Bank, located at 7901 Eastern Avenue in Silver Spring, for the report of a bank robbery that had just occurred.
The preliminary investigation revealed that two suspects entered the bank. One suspect displayed a handgun and demanded money. After obtaining an undisclosed amount of cash, the suspects fled in an unknown direction. No one was injured during the incident.

Police Make an Arrest for Attempted Rape in Forest Glen
Detectives from the Montgomery County Police Major Crimes Division – Homicide/Sex Section have arrested Luis A. Flores, age 35, of the 8800 block of Lanier Road in Forest Glen, for attempted rape and first-degree assault.
Monday, March 1, at approximately 8:09 p.m., 3rd District officers responded to the Paddington Square apartments at the 8800 block of Lanier Drive in Forest Glen for the report of an attempted rape that had just occurred.
The preliminary investigation revealed that the 33-year-old female victim was in her bedroom in an apartment she shared with several roommates. The suspect, who is one of the victim’s roommates, entered her room armed with a knife. The suspect forced the victim on to the bed and threatened her with the knife. He attempted to remove her clothing when another roommate was heard entering the apartment. The suspect fled out of a rear window. Update: Reissuing Bank Robbery in Bethesda
Detectives from the Montgomery County Police Major Crimes Division – Robbery Section are continuing to investigate the bank robbery that occurred the morning of December 10, 2009, at the M&T Bank located at 4800 Hampden Lane in Bethesda. A very good surveillance photograph was obtained of the suspect. Detectives are requesting that this photograph be reissued in an effort to identify the individual responsible for this bank robbery.
At approximately 8:51 a.m. on December 10, officers from the 2nd District responded to the bank for the report of a robbery that had just occurred. The preliminary investigation revealed that the suspect entered the bank, displayed a handgun, demanded money, and obtained an undisclosed amount of cash. He fled on foot towards Hampden Lane. No one was injured.

Home Improvement Con Artists
The Montgomery County Police would like remind members of the community to be on the lookout for unlicensed home improvement contractors. As the weather warms up and Spring approaches, the activities of “woodchucks” increases. The group of individuals described as “woodchucks” are scam artists who generally target our elderly residents. These individuals will approach a victim and tell them that their trees need to be trimmed or removed. Then they will pressure the victim into paying thousands of dollars to have a few tree branches removed. The “woodchucks” then continue their scam by telling the victim that their roof is leaking and continue to scam the victim out of thousands of dollars more.

Police March Awards Ceremony
Today at 1:00 p.m. the Montgomery County Police Department will hold an awards ceremony to honor several department members who have provided outstanding service to the community. At this ceremony a prestigious Medal of Valor Award will be given in addition to several Lifesaving Awards and other awards. The Medal of Valor is the department’s highest award and the Lifesaving Award is given to employees who provide essential lifesaving actions prior to the arrival of an ambulance. A list of the recipients and the actions they took are included below.
Metal of Valor recipient, Special Operations Division Officer Robert Ulisney: On February 27, 2009, Officer Ulisney successfully subdued a suicidal teen-aged girl after an 11-hour standoff at the top of a high-rise apartment building. The situation was extremely hazardous and Officer Ulisney put his own life in jeopardy in order to save the life of another.
